Brazilian Aeronautical Commission in Washington DC

            

The Chief of the Brazilian Aeronautical Commission in Washington D.C. (“BACW, hereby notifies, to whom it may concern, after the appeals and counter-arguments presented by the participating bidders regarding the price proposal phase, the Bidding Commission, reviewed its acts as registered in the meeting minutes 061/CPL/2019 and announces the FINAL DECISION regarding the PRICE PROPOSAL PHASE, as follows:

 

 

 

 

Moreover, the Invitation For Bid 191948/CABW/2019 is under the review of the Brazilian Court of Accounts (TCU), process TC 021.058/2019-9 in which it determined that BACW shall not sign the contract until the process TC 021.058/2019-9 is concluded at TCU, and the proceedings of the Bidding Process are also approved.

Thus, Ratification (“Homologation”) and Bid Award (“Adjudication”), as per clause 14 of the IFB, shall be performed only after the procedures are approved by TCU.

On June 28, 2019, this Expenses Supervisor (“Ordenador de Despesas”) ratified the analysis and decision of the BACW’s Bidding Commission on the results of the qualification phase for the Bidding Process 191948/CABW/2019, as registered in the HIGHER AUTHORITY APPEAL ANALYSIS sent to all participating bidders.
Based on the HIGHER AUTHORITY APPEAL ANALYSIS, the opening of the Price Proposal envelopes from the qualified bidders was appointed to July 1, 2019, as published in the BACW’s website, as follows:

“Based on that, BACW shall hold an open session to open the price proposal of the qualified bidders on July 1, 2019 at 1:30pm at BACW.”

Subsequently, on July 1, 2019 the Bidding Commission received the determination for the SUSPENSION of this Bidding, in order to ensure the isonomy and selection of the most advantageous proposal, as well to ensure compliance with the basic principles of legality, impersonality, morality, equality, publicity, administrative probity, the objective judgment and those related to it.

As a result, the Brazilian Aeronautical Commission in Washington D.C. received the DECISION for the qualification of the CONSORTIUM CL767 ARIA based on the analysis and judgment of the Brazilian Air Force Support Commander (COMGAP), and the DETERMINATION for the solicitation reinstate.

Thus, the BACW’s Expenses Supervisor (“Ordenador de Despesas”) communicates, to whom it may concert, the DECISION and DETERMINATION issued by the Support Command (COMGAP), and announces the qualification results for this bidding process, as follows:

(“BACW, hereby notifies, to whom it may concern that the Bidding Process 191948/CABW/2018 has been SUSPENDED after receiving the document "1º DESPACHO Nº 5/OOBT/7235, from July 1st, 2019, from CELOG (Logistic Center) at 1:03pm, that forward the document n. 031/CMDO/14954, from July 1st, 2019, from COMGAP (Support Commander).

The President of Bidding Commission of the Brazilian Aeronautical Commission in Washington D.C. (“BACW”), located at 1701 22nd Street, N.W. - Washington, D.C. 20008 – USA, hereby notifies, to whom it may concern, that based on the technical analysis from DIRMAB, the Bidding Commission judges the qualification documents and does not qualify the bidders AER SALE, CONSORTIUM CL767 ARIA, IAI, and JET MIDWEST.

Based on the aforementioned decision, the participating bidders shall have up June 17, 2019 to present any appeals to the Qualification Phase, in accordance with Clause 34 of the IFB.

The Chief of the Brazilian Aeronautical Commission in Washington D.C. (“BACW”), located at 1701 22^nd Street, N.W. - Washington, D.C. 20008 –USA, hereby notifies, to whom it may concern, that the BACW shall carry out a Bidding Process, to be awarded based on the LOWEST TOTAL PRICE, for the contracting of a company specialized in the leasing, with logistical support based on monthly payment for flight hours (Power By The Hour – PBH), of 01 (one) aircraft BOEING 767-300ER and its equipment, ensuring dispatch equal to or greater than 92% (ninety-two percent), and an average operational availability equal or superior to 90% (ninety  percent), duly recorded in the SILOMS, in accordance with terms, quantities, and other applicable requirements established in the solicitation package. 

Open session for the receipt of the Qualification Documents and Price Proposals shall be held on June 3, 2019 at 9:00 a.m. EST at the BACW.
